The Town of Raymond is seeking statements of qualifications from licensed architects, engineers, and facility assessment consultants to help plan a new Raymond Community Center. The Town plans to convert the current Jordan-Small Middle School building (423 Webbs Mills Road), a one-story, approximately 40,000 sq. ft. building constructed in 1988, into a community center. The building is expected to transfer from RSU 14 to the Town in late 2027. The community center would bring together Town offices, the public library, Parks & Recreation, and a range of community programs.

The study will include a space programming and needs analysis, an assessment of the building’s physical condition, and preliminary cost estimates to support capital planning and a potential bond authorization. The work may be delivered in phases, with the programming analysis and a conceptual project budget completed first. Selection will be qualifications-based; no fee proposals will be accepted at this stage. The study may be federally funded.

Written questions are due by October 15, 2026, at 4:00 PM. Statements of qualifications are due by October 30, 2026, at 4:00 PM, by email or on a USB drive delivered to the Raymond Town Office, 401 Webbs Mills Road, Raymond, ME 04071.

The Town reserves the right to reject any or all submissions and to waive informalities. Selection is subject to Select Board approval.
